Randomly watching KOF 94. Suddenly think "Why the hell does Rugal have Athena's reflector? Is he secretly a fan?" Look it up. SNK Wiki gives this:---However, he also uses his own techniques such as the Genocide Cutter. Rugal was originally supposed to have access to every special move in the game during The King of Fighters '94, but idea was scrapped because it put a terrible strain on the programming, and thus he appeared as a combination of the two Fatal Fury bosses instead. He also has a projectile reflector known as Dark Barrier/Dark Crystal Reflector which is very similar to Athena Asamiya's Psycho Reflector, this move along with him copying the Reppuuken and Kaiser Wave being a possible remainder of the original idea.---Which immediately put me in mind of "Someone has probably done this in MUGEN....haven't they?"So I ask.
Rugal having every special move including using Lucky Glauber, Chang and Choi's moves would be... interesting.
Are you asking if a KOF 94 Rugal exists with the moves described?Or a Rugal with every special move from KOF 94?
I can't even rememeber a rugla with 5 or so extra moves, which is weird because other characters like that exist; I can just pin it on rugal's lack of popularity.
Gonzo's Rugal has like 6 modes including a goofy one with extra moves, but not quite what OP is asking for.
Looks like SF4 came up with a better mimic type boss.I think I've seen a mugen Kyo that does that. I think he even did a Sonic Boom.
