I know it's a popular topic on deciding which fighting game is the most balanced.

So what do you think it is?

Also, which one do you think is the least balanced?

Most balanced: Street Fighter 1. You can only pick Ryu or Ken; both are identical as far as gameplay goes. There's no variation and if your opponent wins, they were simply the better player; they did not pick the better character.
Least balanced: Capcom Fighting Jam. What the FUCK were they thinking with Leo?

I'm aware there's probably WAY worse balanced games than CFJ, but Leo is seriously overpowered with the tools he has. If your opponent is Leo, you're basically fucked.

I disagree with MvC2. 4~6 "great" characters out of 56 isn't too bad considering other games with balance problems. There are also teams other than MSS and MSP that can actually get results, such as Team Clockw0rk.

that's why i said Omega mode didn't count.

I'm gonna be THAT guy and say that Sm4sh is the most balanced. Seriously, 50+ characters and more than 1/5th of them are tournament viable.

But if you don't count Smash as a fighting game... I'd go with KOF XIII for most balanced (prepares for the inevitable stoning) and Big Bang Beat 1st Impression for most unbalanced.

as far as unbalance goes, I have read a few times that samsho2 is so unbalanced that practically every character is a tier of it's own.

No game can be more unbalanced than Survival Arts, and you know it.

Not even Rise of the Robots?

A game where Player One can only play as the blue Cyborg while the other player has access to the other robots, each stronger (damage-wise etc.) than the last.

If I'm not mistaken, didn't the cyborg have no moves at all aside from basic punches and kicks? I've only tried the SNES and Genesis versions, and I think the Genesis version was worse in this regard. Even the first opponent had a move that literally kicked you down to red health.

Spoiler, click to toggle visibilty

Speaking of horrible robot based fighting games, what about Heavy Nova on Genesis?

I'd say Heavy Nova is balanced on account of the fact that nobody can fucking play it.
