The second frame is really weirding me out; his arm is way too big. Even on the few CvS sprites that used blur (and there were only a few of those, CvS style in general does not use blur), the blurred parts don't tend to smear or significantly deform anatomically (as Versus series styled sprites tend to do). I think the arm should be significantly resizes and, if possible, have the blur removed entirely.

Because you removed the blur in one of the animations, you should have a frame in it's place where the arm is in mid-position between the other frames. It jumps too much without one.
My apologies for the necro-bump on this thread. Just something for those interested in having their CVS Dictators update-coded with a Psycho Cannon who does the move similar to his SFEX version. (Which can juggle when a punch button is held and delayed.) You can crop each frames from the sheet and mount them into your copy of POTS CvS Bison SFF with the XY values provided on the above sheet.
