Well... as for me... I exclude here characters that are dressed according to their fighting style, since they're meant to represent their fighting style.
As for the characters I love/hate design wise...

Venom (GG): Well, he's ArcSys most original character. He looks fancy, well dressed, and with the most original design I've ever seen, not to mention he's my favorite character of the franchise (funny considering what I'm known for).
Sion Eltnam Atlasia (MB): Yes, deal with it. She's my favorite design of MB, not to mention, she's a walking computer, does know how to fight with or without weapons. Yes, she might be a shoto, but on my book, she's far away from the stereotypical shoto character.
Scharlachrot (AH): She stands out for being the complete contrary of the entire roster. You gotta love how much of a badass she is, even at her "sweet" 14. Besides, those chains. She has no real technique but she's for sure an alluring design.

I tend to hate fat characters or children (except by one, which only looks like one, however), but since I must be more specific...
Chris (KOF): I really never liked Chris, character wise or design wise. He would be a rather forgettable character if he wasn't Orochi's main vessel.
Lei-Lei (DS): I was expecting a Jiang-Shi to be more threatening, or dark troubled; Lei-Lei proved to be otherwise. I can tell for sure Lei-Lei pretty much disappointed me as a design.
Bridget (GG): I never liked Bridget to be honest. While I like he uses yoyos to attack, his design as a "trap" sets me off (yeah, I'm aware of his story). How funny is that my favorite character from GG is gay, and my most hated is a trap.
