I tested him out abit:
- Ex Reppuken does a one hit property such as a single hit and guard sound instead of two hit's
- Ex Kaiser Wave have the same damage value as normal Kaiser Wave
- Ex Dark Smasher on guard sound is Strong Punch's attack sound

when will this personal crises ends? it just won't stop!

Can't cancel into special moves from HP and HK.
If you cancel a genocide cutter's first hit into a super the entire Genocide Cutter effect still plays.
Also two questions. One is the third hit of bead's destructor meant to not be super cancellable?
Two Is there a reason Max Genocide Heaven doesn't do that much damage compared to his other max supers?

What we have so far is swell, but...
1. I feel as if the MAX Destruction Omega's damage is a little too close to Level 3s'.
2. The fact that there is still a purple skull in the red Orochi Pillar is strange.
3. The lack of AI just makes the character empty IMHO.

This character really does feel nice. Great Job! Though it still might need fixing:

- Weird damage numbers
   Asides from damage is a multiple of 7
   - Lower standing light damages (Bring it to 21 or 28)
   - Lower standing medium damages. It's too close to heavies (-7 to -14 to each)
   - s.HP does the same damage as his mediums (Increase the damage?)
   - Close HP and HK are super cancellable but not special cancellable?
   - c.HP is cancellable (Personal choice? It's not in CvS2)
   - Lvl 3 does too much damage (Damage is usually around 420)
- Scorpion Blow has no throw sound (Unless it's like that in CvS2)
- It feels too daunting to throw normals out due to the disadvantage they have as it's long enough to be punished on hit. I noticed that the "hit" times looked odd.

Adjust the "hit" times:

Great release, being tracking this one for a while and was well worth the wait. The only issue I found was that the super text and bg for level 1 Gigantic Pressure doesn't appear when finishing the opponent off. It does for the level 2, but not the level 1. Will post again if I see anything else.
I will still do detail and aesthetic feedback for the rest.

No. the second hit is super cancellable.

Yeah i noticed it was WAY too high. Fixed

Honestly, i think the purple skull in the red pillar is cool as shit, but i can change it to a red one.

Rugal is a heavy hitter in CVS2. He's made to hit for big damage, but i can tweak the damage some.

I Know, But it's accurate to CVS2. Rugal was a very unsafe character to play as. The On hit/ On block values are Straight from the CVS2 Bible/Shoryuken Wiki.

Always happy to have more Rugality in Mugen :V Still a few kinks to work out that I noticed, some just things I found weird preferentially:

- Beads Destructor's animation is too fast. It should be the same speed as the heavy or EX versions, imo.
   - On the note of Beads Destructor, you can only super-cancel on it's first hit, not the second.
      - Another note, the opponent can block if you cancel Beads into either version of Destruction Omega.
- Both versions of Destruction Omega, MAX Gigantic Pressure and Rugal Execution are all missing whiff sounds.
- Kind of a nitpicky, personal preference thing, but I feel like both versions of Destruction Omega should KO on the last hit of his Genocide Cutters, rather than the first.

If it's based on actual frame data I guess it's fine.

- You might want to add more to the Move Details section even if it sounds obvious like Dark Barrier reflects projectiles. Also is Beads Destructor a juggle starter?

Fixed. I hanged it so now it is in between the 3rd hit and the last 2 frames of the move.

-Special/Super cancels are accurate to CVS2. so Standing mp cant special cancel but it can super cancel. while crouching hp cant cancel into anything

If his opponent gets behind Rugal while he is charging his Ex Kaiser Wave till the longest version, is it possible to make his opponent get hit by the charged's Ex Kaiser Wave like kof2002's Rugal:

I worried that it will looks like a big buff to him or become overpowered of him I guess :P

- The command for Dark Barrier is wrong, it should be a quarter-circle rather than a half-circle.

Its a 5 frame gap from when the move hits till it reaches the last 2 frames of the move. it says how to super cancel from Beads destructor in the readme.

its not a 1.1 thing. there was a time trigger on the move to prevent him from holding on to the opponent for long periods of time if you were using a REALLY long stage. i can remove it to so that wont happen anymore

It was supposed to be unblockable i guess i forgot to change it. Fixed

the opponent is not supposed to get hit from behind when rugal fully charges the EX Kaiser Wave. Fixed
