The last thing i gotta work on is the supers.

I need help coming up with a nice lvl3 for him. I read that he was like a assassin for nests so i wanna do something "Dark". Any help and all help and suggestions welcome!

I mean thats actually one of my favorite moves visually ever made but the startup on it is to slow. And i was thinking something a lil more edgy. Hes gonna have two lvl 3s

Oh yeah I forgot this style usually gives every character two level 3s.  My bad.  As for it being too slow you're right, usually if it's used at all it's used as an anti air or as max cancel.

best advice I can give you dude, is make sure his combos make sense and shit, cause i am sure as hell its hard to convert a KOF char like that.

his super startup spark for the 2nd super is misaligned, I would advise placing it in the area where the move starts like his foot or something
