Need help on making one big background instead of tile type background

Hello guys I need help on making a background that fills up the screen for Mugen 1.1 but I don't know how to do it cause I changed the background pic and it's in tile form I need help on that. Thanks in advance.

menu background?, select background? stage background?
which one was a tile, the new or the old?
some illustrative pics could help

Sorry about that but yes menus background I need help on the menu backgrounds to vs background
