Tapion(JUS) hero's flute not working

I downloaded a character from tower games mugen(Knightmare404) named Tapion from DBZ wrath of the dragon.His hero flute is supposed to keep going until i let go of the B button or until i'm out of ki and healing is complete but for me the attack does not start at all,it makes a shield for a split second then vanishes.I did not modify any of the files.

Can you provide a link to the character or better yet the relevant states/coding?
