I need info on Windows, help!

I have been thinking on getting a new PC, but games I want to play and software such as Digimon Masters Online are for Windows XP, as for mugen i am not sure if it works on windows 7 and 8, but XP has been discontinued.
So since there are only computers with Windows 7 and Windows 8, I was wondering, can I play games and use software meant for XP like Digimon Masters and mugen on ether of those 2 operating systems?
And will I be able to find computers with XP or Windows 7 in stores like bestbuy ect, I heard they are hard to find?
Also I heard 8's compatability mode is bad, is that true?

you can use XP's applications on windows 7
just right click on it-->properties-->compatibility
and check "run this program in compatibility mode for" and choose windows xp. as for mugen it works on windows 7 with no problems.
