I don't understand what some of the combo sites for Blazblue mean.  WHy are there numbers before the button?  Like (j.)214 A/B/C ?

The j. probably means jumping, while the number refer to the numeric pad arrows.
214 would be down, down-back, back, meaning a quarter circle back motion, and A/B/C refer to the attack button.

For BlazBlue:

A = Light
B = Medium
C = Heavy
D = Drive

j. = Jumping/Aerial
c. = Crouching

123456789 = Number pad notation. Each number corresponds to a joystick direction. Look at a number pad and you'll easily figure out what number is which direction.

How can 2 be down when in cellphone number keys its up?  Same goes for 1 how can it be down back when its up back in number keys? And what is 5, isn't it neutral?

The number pad being the one on a keyboard. Not phone.

789
456
123

And yes, 5 is neutral.

Quick note that this is not just for Blazblue.  Numberpad notation is pretty much used in any game that's not Street Fighter or Tekken, though it's most often used in games with a primarily JP playerbase.

A benefit of using this is that players can communicate combos beyond the language barrier.
