Nice, the Hulkster. I've always wanted to create him from Muscle Power's sprites, just never go to it.

Some thoughts on moves:

- He should have that wrestling gimmick where he throws you against the ropes(or the screen corner in this case) and you bounce off and come running back to him.

- The Hulkster taunt. One of Hulk's famous trademarks. Basicly Hogan begins to goad his opponent into hitting him. If he is hit he makes that bug eyed face of his and gains a big super meter boost or some other kind of comeback benefit. Use the pause effect while Hulk makes his face so P2 appears to freeze for it.

- Something not really seen in Mugen, chain throws! Maybe make them consume super meter, making Hulk's "lvl 3 super" really just of hardcore series of throws you have to combo together.

- Hulk needs his wrestling finisher. He knocks the opponent to the floor, runs to the screen corner and back and does a running leg drop on the enemy.

Hulk up wouldn't be bad at all.It should boost his attack and defense temporarily like 5 seconds after use.But it's your creation do as you wish with him.Just keep it up.This Hulk Hogan looks nice.
