Combining a character palette with the palette FX

So, I've seen many POT's style characters with the alternate palette FX.
So, how do I combine the characters palettes with the palette FX one?

Just make EFFECTS share CHARACTER'S palette. Or, to be exact, effects palette be integrated in char's palettes.
Here is example:

Just make effects in that way, so they could fit in char's palette and had their own color places there.

That's not what I ment.
I mean, I'm making a POT's style character, but for me the palette FX are in separate one.
So which program is good to combine char pal with the FX pal?

Well, I GOT recipe here, but effects may be slighty strange after it.
You need NO special programs. Fighter Facroty 3 and Photoshop. What else could possibly be required?
-First: you need to have your effect with grayscale-like palette. How to make it like that is already different story, where Photoshop is required.

Such color is extremely easy to get: in any P.o.T.S. styled character it's color of LVL1 Super Effects. Also my suggestion- upload your sprites in different from required character. Empty template in FF3 is perfect for that. Also, this is pуrfect time to allign effects like you need them.
-Secondly, open required character and change your Palette 1,1 on THIS palette for some time. You may change positions of colors it that's nessecery for you.

Make sure that transperency colors in both palette of FX and changed palette are same. Also, if this char don't have external ACT. palettes, don't forget to save that 1,1 palette as different file.
-Thirdly: Import yous FX, using "Import from another project" and DON'T FORGET to use "Force the specified palette"- and force effects into mine palette.
And here is your result:

Yes, I just used random effect I got, and this one sprite didn't show color loss sprites are usually going through. But still, result is prеtty decent. Just for comparation: BEFORE and AFTER.

Well, I dunno.
But one thing I know for sure- if you want to make CS for char, all you required- FF3.
Just use in Image Editor such feature, as "Remap Pen". This is the same pen, but it will recolor from 1 to 5 listed colors on listed colors.

See these slots with colors? Well, THESE are colors. Left are replacable, right are resulting. How to use:
-Click on nececary slot (there is 5 of them.).
-Slick with LMB on Color you want to replace and with RMB on color you want to replace first one with.
-Click on the next slot- and do the same thing.
After that, as you can see, this pen will change these colors for good.
