The lack of details really comes from the cartoon's art style, rather than being a trait to the character. In the same manner, if you put someone like Ryu in the Gargoyles TV show, he wouldn't be drawn in the same manner with toned down details, so adapting the character to the detailing traits of a sprite style is part of making them fit in along the rest of the CvS characters, otherwise all there will be of CvS about the sprite is just the shading and scale. Part of adapting a character to a sprite style is to slightly reimagine how they could look when properly adapted, so I do endorse that you give him a bit more of body detail to make him look more CvS appropriate. It worked well with your other sprites based on anime characters, so I believe it would work just as well for Goliath.Also, there isn't any proper palette guide for CvS as far as I know. Your best luck is to just reference colors from existing CvS characters, but I guess all you would need to do in here is tone up the saturation on the bright blue and his robe.

Just steal colors from a reference and play around with their values in Photoshop while comparing it to a sprite in the target style to see if you are on track. It's no big deal really.Noice Seijurou btw.
