Unlockable characters

I know this may be a rather stupid question but is there a way that you can make certain characters to be unlockable? So that I can play through Arcade and unlock the rest of the characters? Just curious, I know you can use the hidden cells in some screen packs but that is not exactly what I'm trying to do. Any help is appreciated.

you cannot do that natively in MUGEN, but there are some 3rd party software that allows that (i.e. Mugen Story Mode)
Lord Noble Eye of Dezeroff; High Commander of the Reconnaissance Division, Airborne Corps; Fifth Seat in the Murder's Council; and Duke of Corvus

like what software? I use VSelect to add my characters, but i want to make unlockables so to speak.
