Now when i say that i mean the characters select screen the battle screen and the main screen too an i use hi-res mugen btw heres some screenshots

hmmmmm...maybe its your screenpack. If you just installed it, then try a different one. If not, maybe something was damaged in system. Try reinstalling the screenpack, or another one. Idk, but thats my idea

I just reinstaled my screen pack and its now doign the same thing so im guessing its not the screenpack what else could it be?

Since u reinstalled it and its doing the same thing.  Then it is the screenpack.

doubt this is it but um is the rest of your computer blue in any way?  any games or emus running blue?  anything at all that looks similar to mugen?  I doubt the screenpack would make even the stages and character blue but what do I know.

did you install or change graphics cards or settings or anything?

Go to your windows desktop

Right click>properties>settings>Change the colour tab to Highest 32bit.

This may sound odd, but there's another way to reset your display settings

Boot into DOS on startup by holding F8.  This should allow you to choose to go into DOS.  This part is pretty easy to do.  Type:
Code: 
format c:

Wait for it to finish then type:
Code: 
resetdisplay c:

This only takes a few minutes and worked for me the last time I had a similar problem.
