Oh, some sites mistranslated the article.
It's actually Ryu/Chun Li costumes for Monster Hunter Frontier which is a Japan exclusive only on 360. it just comes with AE as a voucher.

It's not that weird, (See SFII Zangief vs Dhalsim)
I think an easy way to explain the range is that Raida grabs opponents from both their collision and/or attack box.

Want to beat that annoying Yun or Fei Long player? Take out your Arcade Edition disc and play SSF4 instead; AE and SSF4 players can fight against each other, but the character select, balance changes and gameplay all rolls back to SSF4 standards.
