There should be a Saikoro plugin for Photoshop.

Nice!  Excellent surprise.

Update:
Ok,  I think the graphical end could have used a little bit more attention, maybe some more sprites in the standing animation, maybe another jump sprite or two, just some general 'inbetween' frames etc. but he definitely has the feel of a tekken character.  He's not uber quick, he's a bit more paced, his jump attacks have that distinct tekken float with the sharp attack, his combos roll like Lee.  I think in those terms it's fantastic.  Achieving that Tekken feel in mugen is something I haven't seen done this well a whole lot, if at all.

Umm, does his moves list look like this for anyone else?

Perhaps the lack of animations has to do with this being based off of the Genesis Bootleg and it's sprites. And maybe your text file/notepad/word is missing a language?? I've seen tons of readmes appear like that.

yeaaah...i mean even if he made tons of edits there's only so much he can do, y'know?

and it's in japanese. i ended up using google translate to 'translate it from english to japanese' to read it as it is because i'm dum

anyhoo i gotta go grab this update right quick

Set your browser to auto detect language
