Well, here is our cunning plans about characters.
If you want- write your ideas.

Characters roster:
-"THEY AND ONLY THEY!!!!-Capcom..."- Ryu, Ken, Adon, Sagat, Gen.
-"Well,  they was in another games...-Capcom"- Birdie, Eagle,
-"Who are they?- Capcom"- Joe, Mike, Retsu, Geki, Lee. And yes, Lee is last in all list because I really don't understand him!

About the characters well we need complete the sprites of the characters, david is completing the sprites of Joe and he have plans to complete the rest but everybody is welcome to help with that.
And well my friend chucho is making new sprites of Geki at least he said.

...given the fact Lee is Yun's and Yang's uncle, would it be possible to use some of their techniques for Lee?

Actually Lee has some moves of Yun and Yang or I want say Yun and Yang has some moves of Lee, but is very posible that add more moves of Yun and Yang even a special intro with them.

If someone think, that Joe is dead and ets., but they waited him- relax.
Work goes on. Slowly, but goes on. REALLY SLOWLY, but goes on.
- usual weak far punch.
- far medium punch. With this move he moves forwars.
- far strong punch. Also some move forward.
- close light punch.
- close medium punch.
- close strong punch.
In kicks you will not see any strong differences, but you will se them in system itself:
- - all three kicks will be roundhouses (like it was before), but after any contact with enemy Joe will bring his leg back in prevoius position (like Sagat's kicks).
- and here if close medium kick.
There is only one problem: new Joe's skin is too bright. And also hair... So, I don't think they can exist tougether.
It will be mine Joe. Even his story. If CAPCOM don't use him- I WILL USE. AND I WILL MAKE HIM REAL, but fan CHARACTER OF "STREET FIGHTER" UNIVERSE!

And again some project:
-For now I'm work with Ryu. All standing punches already done. And man, P.o.T.S. palettes looks pretty good!

You know, i have an idea of "Country Rival".
Every characters of each country will be rivals and will have a special intros like this scheme:
 -Of course friendly rivality between Ryu and Ken.
 -Underfloor Joe vs. Professional Mike.

You know, i have an idea of "Country Rival".

Yeah I like that concept even I was thinking at least one special intro by character, in the past I made one special intro of Joe vs Mike representing the intro of Street Fighter 2 The World Warrior, Joe punch the face of Mike's and other with Mike punch the face of Joe's for not dropped in the concept of Joe always win like Sub-zero vs Scorpion with in all intros win Scorpion  :wall: . I will making the special intro with Eagle and in the next update of Birdie you can see looks like :). About Adon vs Sagat the special intro of SFZ3 will be fine. Gen vs Lee in need to think as looks good and in the next update you will see looks like, and for Geki vs Retsu good vs Evil concept will be fine?

Well, about Retsu:
My proto-move set:
 -Kohoken- his fireball. I only think he will fly full leingh. HE MUST BE BETTER THAN DAN!
     -Ex version- anim like usual Hadoken. Flame. 2 hits.
 -Counter- both types- standing and crouching. As in original- SMASH!!!!
     -EX Counter- he takes both types at same time. Maybe wall-bounce.
 -Of course hic caconic Diving Kick.
 -Something like Hyakki Shuu.
Supers:
 -Kohoken series.
     -Just three fireballs.
     -MAX version- well, he remembered about second hand. Three Shtakunetsen Kohoken's.
 -Grab type move. Well, like's Gouken's throw; smash into floor and then kick.
     -MAX version- Second Gounen's throw. When enemy begins to fall, Retsu jumps, grab opponent in air and when he will touch the floor- SMASH!!!! He will bounce higher, and then Retsu make something like this: http://youtu.be/8wks1GrqTFo?t=1m59s
LVL 3 Super: just Falchion's combo Super.

I don't think Retsu should use energy to attack with. He should be able to perfectly control inertia. If someone throws a fireball at him he should be able to rechannel it's direction. Even super fireballs. Being able to control an object's inertia would give him great defensive and offensive capabilities. Giving him lots of counter techniques and the ability to make his on inertia more potent as needed.

Also, I don't know if you are using a base or not for your Joe. If you're not that's some pretty good work. But they just look really jumpy and such. Please do not read my feedback as an attack or negative. Several of those attacks are quite similar to the attacks Sean has made for the other SF project. Wouldn't it be easier to edit his work into a more acceptable looking Joe that you imagine?

I use KoF Joe Higashi.
He in KoF just much better than CvS in many things.
Like stance. I really prefer KoF variant!
And hits. Sometimes it's open to me new ideas for attacks. Like "Dash Eblow". (All right, it's simulat to Mai's move, so what?) Or new EX-version of "Gut Punch". Well, "G.P." is itself new...
And also... One little thing... What about special intros between our Joes?
Don't read this as "no" answer.
