With Photoshop, that's pretty easy. I usually start with a blank image, then I change the image mode to Index color and load the defined CS palette. After that, I paint it with the transparent color used in the  palette. Then, I paste the sprites that I want to use. For the text, I go with "none" to smoothness. For the last, I get the colors manually from another tab where I had put a print of the cs table and I organize them.

One day someone will rip the Inuyasha stages... Not today nor tomorrow, probably not even in this decade. But you know, someday... :')

Well, it mainly constists of:

• Taking a printscreen of your color table
• Taking the sprites you think cover all colors of the palette
• Putting everything together in a image editor and organizing it
• Saving it as a new image and indexing it with Fighter Factory

You gotta find the best format for the text inside the template, or if it's even necessary. Then you'll get the hang of it pretty quickly :)

You can use FF3 to make a palette template. Or at least 95% of it.

Duplicate a sprite. Renumber it. Go into edit mode and go into Properties and resize it about 5x it's size in each direction. Save the sprite.
Go to a second sprite you want in the template. Go into edit mode and copy the image.
Go back to the first image and paste it. Position it, then Save it.
Repeat until you have all the images you want, where you want. Then you can export to photoshop and open the image and it'll be paletted.
Add the text and the color-key, and save.
