Is this your first character? I'll give you feedback. However I have not played the source game King of Fighters XIII.
-In the readme file at least tell us all of your character's attacks, commands, etc. It's easier for all of us.
-Big portrait has lots of colorloss, you may need to get a new one.
-The dark grayish palette is boring. Even though you want to make the character "evil" you should at least give us more colors.
-The colisions both blue and red a very very bad. Sometimes I can't hit the character and some of Dark Ash's attacks don't hit the opponent. You may have to redo the colisions in my opinion it'll be a lot of work but it's for the better.
-Sprites are not positioned right, which is a common mistake for people new to creating. Look at your character's feet positions and line them up or else your character will look "jittery" and move wrong.
-From the video the projectiles seem they can cause infinites. Use a trigger like "Triggerall = numproj(ID of projectile) < 1" or what ever number to stop spam.
You just need to polish up those things and the character will be good.
The answer to most of your mugen problems is to know more math.
How can you get the "feel" of a character if you are only touching a keyboard or controller?!?!
