Taken from the readme:

Quote
This is an update to the screenpack by Saizo, so all credit goes to him.  You can also thank him for leaving this opensource. :)
Also thanks to Mugen China for ripping the graphics I added.

What's new:

- Compatible with WinMugen Plus
- New fonts
- Select and versus music
- Revised title screen
- Revised options screen
- All-new select screen:
   - Cell sprite
   - Randomselect sprite
   - Cursors (sprites are from the game, modified to be square)
   - "P1 vs. P2" animation
   - "Choose Character" animation
   - Boxes for char names

What's left:

- Still haven't found the animation for the title screen
- Might re-make the lifebars
- Might revise the versus screen

Usage:

1) Put the "KOF2K2UM-SP" folder in your "data" folder

2) Find "mugen.cfg" in the data folder

3) Where it says "motif = ," add this line:
                  data/KOF2K2UM-SP/system.def
4) Enjoy! :)

The fact that they're Hi-ressing this is a great thin gto hear. They need ot hurrry up with the lifebars, though. Those lifebars are badass stuff.
There was a sig here. Its gone now (thanks photobucket ya fecks)

... by they I assume you mean me... and thanks.

Thinking about re-doing the life-bars... but at the moment I'm happy using the Broken98 bars, so there's a lack of motivation.

It doesn't look like you were going for accuracy anyway, but if you want to get the layout like the one from the game there is an MvC2 screenpack you can possibly use for reference.

I forgot who made it, but I know Fr33dom hosts it on his site.

Hm, kinda wasting a lot of space in the select screen there, could stand to have more character slots, or a small space between each team or something.

Portraits only look good at either full or half scale IMO, and to do the former he'd have to remove slots.

Edit: Could just keep everything as it is and reposition the portraits/names to even out the screen, too.

@Bastard Wolf -

Thanks for the praise dude!  ;D

@ POTS-

That was actually bothering me a bit, too... the way it is right now, that empty space is filled up by the team mode menu.  Which of course means its no longer filled up once the big portraits show up.

What do you mean about a small space between each team?  As far as I know the cell.spacing line in system.def only allows you to edit the spacing for both X and Y at the same time.  If I had the option to space them only vertically it would be perfect but...
