omg those clouds have way too many tile hehehe. you can take one sprtire and add zoom delta to stretch the clouds with out tile it way too mush with the clouds just saying Taybear xD you can increase the stretch with single sprite by playing with the Zoom delta setting for the mugen 1.1 just be sure to add on the stageinfo xscale = 1 and yscale = 1 to fit the size base on the zoomdelta setting xD
Good to see you still at it, lil bro. But it looks like you need to adjust the boundhigh a bit. You can see a large greenish rectangle at the top of the screen during superjumps. Also consider making the tiled clouds increase/decrease in size from one to the next.
