As someone who has no Xbox 360 (I sorta kinda have a PS3, but it's my brother's and I couldn't hook it up properly to the TV), is the PS2 version a half decent alternative?

yes. as far as I know, all the ports of SF3 are the arcade version.

I was reading an argument somewhere that the parry timing is different on dc, dc version has better graphics but ps2 version is arcade accurate, it still retains some unblockables and the timing for parrys are correct and the dc version does not but idk I prefer my dc version or I play it on mame

Yun also has 1 frame recovery during GJ palm.

No port of 3rd Strike is arcade perfect, not even Online Edition, though differences are marginal. DC isn't close, and PS2 has more input lag, and changed Akuma's throw invincibility on his chop.
