Blazblue Makoto Drive gague and mechanics

Would there be any way to implement a Blazblue Makoto's drive into mugen?

For those unfamiliar with what I am talking about, basically There is this girl from the fighting game Blazblue that has this mechanic where one holds down the "D" button. a small gauge at the bottom of the screen quickly counts up to three and if you hold too long, goes back down. What number it's on when you let go determines how strong the attack that comes after you let go will be.
