In zophar's domain look for a program called PSound. PSound is probably the best. Ripped every sound file in GTA: SA with it  ;D.

EDIT: I was also gonna add that be sure you're not playing raw any data files, but I think PSound bypasses anything it doesn't recognize to begin with. Don't have the prog running...but anyway though:

Some of the original recordings in whatever game you're trying to rip were set at their own Hz (44100Hz, 11025Hz, etc). You'll just have to play around with those settings and playback the soundfile until you think it sounds appropiate. Just play around with the config. You'll get what you need.

Hell, in some rare cases, PSound will actually rip full-length songs (CAP VS SNK2 comes to mind).
