hey im not sure if u want to just play the full game if so, its a false positive ,i had it the 1st time and Dled it fine , but if your looking for a gutted version here is everything updated by NotAGoodName Over at MFFA ,heres everything he did
This is all 11 characters and stages fixed to work in Mugen.  Once again, people don't even have so much as an incorrect idea of how resolutions work.  We didn't have widescreen monitors in 1991.  360x200 is analog scaled 4:3.  Thanks for the extra work, Super Fighter Team
* Fixed palette keymap to use X as 1 like pretty much 99% of fighting games.
* Remapped commands to use X and A as P and K.
* Characters localcoord'd to match other characters.
* Made sounds, sprites, animations, and all that other formerly fullgame crap work.
* Fixed black bars on stages so that they don't cover the lifebars and stuff.
* Normalized stage music.  (89dB guys.  Not 96 or 101.)
* Removed a sound in characters' sound file so that it's not freaking 9MB.
* Balanced all life/damage and power to be more compatible with other characters. (x8/x24)
- I don't care if it's not super exact.  Too bad.
* Fixed some state changes that relied on characters using a selfstate defined in fullgame common states.
* Fixed all scaling issues due to original resolution.  That was fun!
* Fixed stage scaling so it's not some stupid incorrect ratio.

I appreciate the effort of making all these characters work in regular mugen.  I've tried to put Frank (my main) into my own with little success - he doesn't even have sound :P.
When I was fighting yours I noticed that when you hit him with certain moves that should move him back, he just holds in place or goes straight up. Here's a gallery of what I mean:http://postimg.org/gallery/7d7whzg/

Thanks. Tough Guy was originally produced + published by our friends @ Panda Entertainment. As with Super Fighter, we were able to acquire the rights to all of Panda's games. We've already released Sango Fighter & Sango Fighter 2 as free downloads, so I urge y'all to check 'em out. Tough Guy had a lot of great stuff going for it -- graphics, characters, music, etc. -- but it had its fair share of flaws as well. We'll eventually release a new version of the game that addresses & overcomes all the issues from the original.

Yes, it would definitly ba a good thing to see Tough Guy as a mugen game.
The zoom feature in this game was interesting but really buggy IMO.

It can be a better use of zoom in mugen 1.1 build

If only there was a simple fix to making the characters work in normal MUGEN, cause unfortunately, in order to get them working at all, you need to copy over SuperFighter.st to the data folder that MUGEN is loading from, which, while it does make them usable in regular MUGEN, it unfortunately creates a graphical error that endlessly repeats itself by showing the "being hit" and "bleeding" FightFX on all characters at all times. While this doesn't hurt them, its still really freaking annoying to deal with. I'm currently trying to find a way to fix this, but I can't seem to find any simple solution that doesn't involve literally copying the entire game over into MUGEN itself (which defeats the purpose of it).

That said, as for audio, all the characters use the sounds from Street Fighter II: The World Warrior, of which is not available in the game anymore (due to being copyrighted and all that jazz), but you can easily find a video by SuperBestFriendsPlay of them playing it. Most of the characters have a mix of Zangief and Ryu/Ken's sounds for the males, and Chun-Li's sounds for the females. However, the character Phoenix seems to use an unknown sound clip that seems to be taken from possibly a KOF character, not entirely sure who though.


So as of right now, all characters have:

1) No audio, all audio will have to be re-created manually.
2) While they can be modified to work with regular MUGEN, unfortunately, this also creates graphical issues, but otherwise they maintain full playability.
