0.328125*(25.0/16.0)    pretty much this for example,what does it mean,

That's Capcom's (probably?) turbo calculation.
0.328125 = Normal Y accel
(25.0/16.0) = converts the value to turbo.
Note that it varies from game to game and also depending on the turbo speed. 3 stars in CvS2 for example is different than the turbo speed from SFA3.

It means 0.5126953125
(25.0/16.0) -> is (1.25^2) ->  1.5625

@mete122: all that means is someone made a character with the stock values. Then it got updated to be turbo values. So they dropped in the
*(25.0/16.0)
instead of doing the math. My guess is if you searched for that, you'd find it in multiple spots in the character.
