Had to reset my pc now some of my mugen wont play :( HELP!!!

As the title says.
I just got this laptop for Christmas 2016, basically. Its an Alienware 17 r3 4k gaming laptop with geforce gtx 970m (driver version 378.78) 64bit windows 10 on x64-based processor, legacy bios, (upgraded from uefi bios, 32 bit windows 10? idek if it was 32bit originally smh...)

Btw. Hi!

New here, i was sent here by MANACLOUD who came through on my twitch stream (twitch/KamiSquad_X) while i was streaming my mugen. he helping me get back into mugen by showing me this site and his own mugen he created. Funny enough my pc crashed the night we linked up. and even though i was about to upgrade my mugen at sunrise lol. But now the day has finally come! I reinstalled windows 10, (and added a windows 7 partition), reinstalled all the drivers from dell, and nvidia. Everything seems ok. Except some apps either dont run properly or dont run at all now. Including:
*App [Error message]*
-3D Vision Photo Viewer [Primary display's adapter does not support NVIDIA 3D Vision]
-Snes9X [d3dx9_38.dll missing] (Solved Reinstalled DirectX12 or DirectX11)
-Dolphin (fps drops after a while even offline) (solved? via the reinstalled DirectX and reinstalled nvidia game ready drivers via geforce experience app) (fps seems to drop when the mouse is hovering on the exposed desktop background but atleast when its not, its at a solid 60fps)

(note: I noted those programs in case anyone knows anything about them or the issues and what may be possibly wrong with the recovery job i did on my laptop. I think all the programs worked flawlessly before the crash. I'm not sure about 3D Vision Photo Viewer though, i think i tested it before while my pc was fresh and it was just fine, but i'm not too sure.)

-Mugen 1: My "HD mugen" [assert failure in input-lb.c line 99]
-Mugen 2: My older mugen [Library (built in) message: Cant change video mode
Error Message: Error: Cant change video mode to 1680x1050x32bits]

The rest of my mugens either play just fine, or they now have the error [assert failure in input-lb.c line 99] at start.

Any help appreciated. Thanks so much! HELP!!! :(

you need to change the mugen.gfg, video options and select a different drawing mode

Probably you need to change the render options within [Video] in mugen.cfg.

Check the settings on the mugen version that is working on your computer and adjust them to be the same in the mugen version that is not working

idk why i have to even do this at all, but i tried switching HD mugen from windowed to overlay and everything else... it gave me [Library (built in) message: Cant change video mode
Error Message: Error: Cant change video mode to 1680x1050x32bits] error. and same error but with 16bits at the end. also i changed the dimensions to 640x480 (recommended default) and it gave me the error: [Library (built in) message: Cant change video mode. Error detected.]

So far, nothing... How about i ask, what are the minimum requirements/prerequisites for running mugen? i think it could possibly be that the drivers were installed wrong/incomplete installation, or maybe installed in the wrong order? idk... Legacy Bios vs UEFI bios? maybe?
