He doesn't move yet he moves...His legs and torso don't move the upper body. Look at the belt. It stays there, so it looks like his legs are growing.

Being at a bigger size may change the illusion of movement but this is just a re-sprite on the original. 3D or rotoscoping my yelled a different result but am not about to change the original sprite. Like in GGXRD, DBZF uses 3d then animates from there. By the time a redraw one idle stance a spriter can make a full sprite sheet.
