It looks like a Melty Blood stage, with it's anime-type look to it.

Afaik there exist 3 versions of this Ryu, one by Wing Syo, another version by Ex-Inferis and the last one by Vegeta 20XX.
You can find the links in the Mugen Database in the Street Fighter 2 section under "Special Recreated Versions :"
