It's been a long time since I've been looking for this mugen, unfortunately with no success and after all these years of searching, I've come to you for help. If anyone knows the name of the game please pass me or link from where to download, please.

well, for the looks of it:
the mugen version is low-res winmugen with guilty gear (IIRC guilty gear XX) lifebars, and the characters are from the game namco x capcom
all of these can be collected from the internet
Lord Noble Eye of Dezeroff; High Commander of the Reconnaissance Division, Airborne Corps; Fifth Seat in the Murder's Council; and Duke of Corvus
