Hello. I am in need of assitance. I would like to create my own characters, stages, and screenpacks and I would like to know the proper tools necessary in order to construct what I'm hoping to be one of the best Mugen projects ever created. Thanks in advance!

If you can't find answers ask in Dev Help. My best advice to you is to look up the Hitdef in Mugen Class. After reading all of it, Edit a character. Figure out what you want to edit, then make the changes and see what you get. Editing a character is 50,000x easier than starting 1 from scratch.
