Does anyone knows how to create this kind of glow effect normally used by cheap characters?

I'm looking for a tutorial of the tools or filters used to attain that effect, I wan't to use it in a stage I'm working on.
I found a similar filter on photoshop called "wind", but it doesn't give the same result

My guess,that´s the Liquify Tool located on Filters + the Glow Layer Option.

so far the best result I've got is: wind>>find edges>>glow
but wind can only be applied left or rigt so I have to rotate the image, and for some reason, wind always goes inwards and not outwards of the image...

EDIT: SOLVED

mode > RGB >> expend canvas >> outer glow >> rotate cw >> new layer >> merge >>wind >> rotate ccw >> crop >> mode > indexed >> save >> repeat as many sprites needed

quick example of use in a stage (it is animated)
