In mugen.cfg make sure you have:
GameWidth = 1280
GameHeight = 720

yea i checked that earlier when i was attempting to figure it out 

it works fine on the training stage/the default stage that comes with mugen
but once i choose the custom stages it happens

Make sure that in the mugen.cfg under video find this

;Stage fit mode.
 ;0 - stage drawn to width of screen (may crop stages with tall aspect)
 ;1 - stage shrunk to fit into screen
 ;Ignored if RenderMode=System (forced to 0)
StageFit = 0

make sure that StageFit it is a 0 and not a 1

It loaded up and all I got was a black screen and awesome music in the background. Is this a graphics card specific problem or am I doing something wrong?

Its very much a possibility that my screenpack is a little too demanding for your computer right now. I have an update planned that should streamline the anims and cut down on frames so performance would be better.

Lets start off with the easiest question, is your "wwxbe" folder in your "data" folder?

If it's a folder within a folder it should be data/WWXBE/wwxbe/system.def in mugen.cfg because that's how the unzipped data pack is. If that doesn't work then your system may not be able to run the screenpack.
