Oh HEY THERE!
I just made these updates for fun the other day...
You see, Phantom.of.the.Server's Akuma used to be my favorite char when I first met Mugen.
It's quite a work of art. It's probably the single most downloaded Mugen character ever, aside from Kung Fu Man.
Mwryly did certainly a pretty good job on his CvS3 Akuma, no doubt about that.
However... his Shin Akuma felt a little bit... underwhelming, when compared to the hype machine that was PotS' Shin Gouki!
So I said to myself, "How 'bout I edit his Akuma just so when in Shin Gouki mode, he will play EXACTLY like Good ol' PotS Shin Gouki?!"
And here is the result xD

- Made several changes just so the Shin Akuma mode will play EXACTLY
like Phantom.of.the.Server's Shin Akuma. Since PotS' Shin Akuma is perfection.
... and that one specific char used to be my favorite, when I first met M.U.G.E.N, haha.
- Modified Shin Akuma's Tatsumaki Zankuu Kyaku, Gou Shoryuuken and all
of his Specials so they'll resemble that of Phantom.of.the.Server's Shin Gouki.
- Modified Shin Akuma's Messatsu Gou Shoryuu, Messatsu Gou Rasen, and all
of his Supers so they'll resemble that of Phantom.of.the.Server's Shin Gouki.
- Changed the Tenma Shinzui Heki from a Lv2 Super to a Lv1, like PotS' Shin Gouki.
- Added a Lv2 version of the Kongou Kokuretsu Zan for Shin Akuma.
- Re-added the Tenma Gou Zankuu: Agyo for Shin Akuma.
- Shin Akuma's Goshoryuuken now does 3-hits on all 3 versions.
- Shin AKuma's Hyakki Gojin and Hyakki Gozan can now hit lying-down opponents.
- Shin Akuma can now cancel any Lv1 Super into ANY Super,
just like Phantom.of.the.Server's Shin Gouki.
- Shin Akuma can now cancel any Special into his Super moves,
just like Phantom.of.the.Server's Shin Gouki.
- Shin Akuma can now do combos (ya guessed it; just like PotS' Shin Gouki! lmao).
- Improved A.I.
- Minor changes/bug fixes.

I just found this edit not so long ago, by 1.8.7, that gave him a Shin mode, as well as more moves, etc.
Regular Akuma isn't that different, honestly. Most of the changes are for Shin Akuma. And in fact, I think I only modified the Shin version, too.
The best part about this patch is that DW's Akuma now has an A.I.! And quite a brutal one, if you ask me! xD

- Modified the damage output on the Messatsu Gou Hadou Agyo
and MAX Messatsu Gou Hadou Agyo, so that they deal as much damage as they should.
- Increased the damage of the Tenma Gou Zankuu Agyo and MAX Tenma Gou Zankuu Agyo.
- Buffed the damage of the Tenma Shinzui Heki, now it's worthy of being a Lv2.
- Modified the hitcount of the Messatsu Gou Shoryuu.
- A.I. Shin Akuma can now do combos.
- Shin Akuma's Shun Goku Satsu has invincibility and will now travel further.
- Added an A.I. A pretty brutal one I think.
It's worthy of being a BOSS character now, haha!
