Would it be possible to simulate motion blur with explods maybe?

It's kinda easy with an explod. But you will need to make a new sprite. Just use Photoshop's motion blur and you're in business.
You could even make an animation out of it too. Do the first frame short, the second one a little longer, on and on until you hit the length you want.
Set the sprite over a black background. Make the animation use addition and you'll be good.

To get the sprite to match your palette would be a little tougher.

Yeah, that's the problem, the "motion blur" effect you want to use would be messy, so if you adapt it to the palette it would look bad, changing the palette doesn't change all the colours you want from the sprite.

E.g. Evil Ken by Reu has something similar but if you change palette you'll see red portions even if the gi is blue. His case is one of the best though, the effect isn't as messed up, probably because it was retouched later.
Look at sprite group 12206, indexes 17 to 24 and change the palettes.

I was thinking something a bit like fei long's dragon fist.
Making the arm blur a separate anim, and then placing it on top of the characters sprite.
The ssf will get really big quickly though

yea is possible to simulate motion blur with explods
example:

i used the same pal from the character to paint the motionblur fx, u can do that in photoshop indexing the sprites of the fx to the character pal
then in Fighter Factory pal editor adjust the "transparent" bg color and use them with "add" transparency
