Problem with instant super bar fill

I'm using this pikachu by Gladiacloud and Dylanius, no matter which mode (arcade, versus) he keeps getting an instant fill for his super bar. It keeps getting filled similar to training mode like with every other character. When i use a super, it just automatically refills the super meter. I'm sure this is code related. How can i fix this?

Look for Power = xx in the characters .cns file

Obviously it won't say XX

Alternatively, it's possible the character might be using PowerSet or PowerAdd.
