I think it is fine as it is. In the end, you can only vote for 2 chars, so it's only natural you can't nominate too many of them.
The nominations have been open for more than a week, and this is a pretty big month, so increasing the number of nominations allowed won't hurt.

We've changed the rules to be more fair. The old rules theoretically allowed 3 people to determine the entire list of nominees; now it is more open and fair for everyone. And it's not really all that complicated.

We're gonna increase the limit on nominations next month, increasing them during the nomination process is too complicated anyway.
