How do I change the Character's powerbars/super combo gauge

Like when I was playing as Jubei, his powerbar sets to 1. So I kinda needed help, please.

Your question isn't completely clear. Are you asking how to change the maximum amount of meter a character can have? Are you asking how to get a character to start with a certain amount of power? Are you asking how to outright set the current power value to be equal to a specified value during the match?
