It's best to do so, KOD's CLSN tutorial says why it's good for blue CLSN on most attacks (less "infinite priority"). You might want to read through that again.

Indeed, look at KOD's tutorial for pointer about how to make CLSN boxes.Also, open Fighter Factory and look at the animations of characters by POTS, Rajaa, Jmorphman, Antagonist (since he's making Yatagarasu chars) or me. See how the red CLSNs are sometimes covered and sometimes not, depending on the creator, on the attack, on how much priority you want to give it, on the startup speed, etc.

Some attacks that are, for example, really slow or have limited range can have less red covered by blue to help make them more useful as well.
