I'm not exactly sure what you're asking. If you want your character to not be able to perform a throw, you can comment out the changestate for that throw in the cmd file. Use debug, ctrl+D, to find the state number you need to block. Look up that state in the cns and verify it's the correct state by watching the animation it uses. Then just comment it out in the cmd. Are you trying to stop other characters from throwing your character?
