I think the crowfunding way it's the best choice here, it has worked before in this very same forum.
I could make a poll in another thread with the most desired characters if enough people is willing to help here.

Besides Zangief who else? That Blanka out there is decent enough, just need a little fixes here and there.
And about Zangief there are two ways of spriting him, and edit (Tizoc as a Base) or a convertion from his SFA sprite set.

I rather spriting SF, DS, Fatal Fury, AoF, LB, Samurai Spirits characters, for the sprite base availability and I'm very fimiliar with them to know how they could animate.

For the projects I had in mind I was testing on the best way to sprite Elena from SF3, got to somewhere that I could be sprintg her with his gazzilions of sprites in a rather fast way.
Got Felo Llop's Viper sprites and was doing a couple of get hits,
Twelve was there too with a couple of sprites done, no more than 20.
Did some tests and Seth could be easily done with Dio and Sagat as bases.

Those were the ones I was thinking in a very far future.

Using Tizoc as a base just doesn't works. In my opinion, both of them seem to have a somewhat different body shape, which always weirds me out to see a Tizoc edited Zangief sprites, because it just doesn't feels like I'm looking at Zangief. Not to mention Tizoc's shading is not what I would go for in a KOF styled Zangief, they seem to have different kinds of depth in their body building (and Tizoc's sprites still remind me too much of Garou but with a slightly different shading).

In short, I suggest you go for converting him from SFA.

Tizoc did always seem slightly top heavy whereas Zangief has mass all around (I thought he was fat when I first saw him in SF2, being a kid).

Basically all of this. I saw the ones that were done using Tizoc as a base, and it didn't scream "SNK Zangief" at all. It'll be harder, but  think it's worth it if you have the time.

rescaled sfa or maybe 2fii sprites seem to be the best way to do; even sf4 screen rips might be good; personally I care more about the animations fighting so I don't have to actually frankensprite-scrath frames than about savng time on shading.

I'd suggest you to start a separate poll and see if people are willing to chip in around 20-50 usd each for a sprite set and which characters are they interested in, I think seanaltly did it like that. I just got hit by  a  massive electricity bill, thanks to govt. forced bill reestructuring so I'll have to lay low for one or two weeks.
