It's especially fun if you're making a stage from a non-fighter (ie: a platformer) because it challenges you to make a dynamic layout from stage elements. At least for me, characters are more about technique and coding stuff to work right, and while stages have that, they're more about making something that's aesthetically pleasing to fight on.
Watching some gameplay vids of any game (except some) might help out too. Like "oh that looks cool. I wonder if I can make this for Mugen", or something like that.If anything else, play a game. Any game. It'll probably bring out some ideas in ya.
Take some time off. Find something else to do. I quit Mugen for 3 some years to do a bunch of other things (I moved, visited gf in New York, went to picnics, movie theaters, got a job, gf moved in with me, played a shit ton of other games, read manga, caught up on anime, etc.), now I'm in to Mugen again. Personally, it's hard to keep Mugen at a certain distance. I either do nothing or end up working practically day & night until said project is done. It's a really nasty habit I have.Either way. Forcing something or thinking too much about it will get you nowhere and probably make things worse. Take some time off and do something else you enjoy.
