Problem with the Color Palette

Hello,I am FraxGamer314 and I'm making two Megaman characters,Nero L and Over-1,however,even if I made them color indexed with photoshop,they still look like if they aren't.

We need you to be more specific on what you do, and when the problem starts. We need to know exactly what it looks like.

Sorry if I was going fast.
So,I gathered all their sprites and added a palette using Photoshop.
However,when I imported them,they still were as they never were color indexed,so
they were all screwed up.

Did you use the force palette option?
You need to have the palette inside of the Sff/character to do it this way. Photoshop can export the palette. Look in your Mode>Indexed> and inside the palette box there should be a way.

But,
Are you sure you saved the sprites as indexed? And are you making the palette from scratch or are you importing additional sprites for the character?
