You mean MUGEN clones or just fighting game engines?? UFGE is an independent engine, the low point is being slower than MUGEN, but it has other cool options like zoom and the option of unlocking chars like in normal videogames. About beat'em-up engines, the only I know is OpenBOR

Now, if you want MUGEN clones (based in Elecbyte's engine), you can see IKEMEN, xnaMUGEN, ShugenDo and BIJIN (derivated of IKEMEN)

If you want to break off into other things than fighting games, check out Microsoft's Kobu.

Unity is a rather common engine nowadays.
Many indie games and even commercial games are made in it.

What about Knuckle Fighter? It's similar to Mugen.
Expect nothing, but remeber everything.+ I am tired. Future spot for Doraemon in MvC picture, the second I learn to create it. (Even further: Pepsiman for Mvc picture.) Insert random Doraemon anime .gif. (Also, Pac-Man Delta whaling on a MLP character .gif........) Now, Wipeout....... OTHER STUFF? Needs blue SSB 64 Mario in tornado .gif......... Add Super Mario Fighters 3 sprite here........ Also, now doing KFA stuff...

You mean things such as game engines? I think game maker should be good enough to get you started and practice making game demos so you can learn how to make different things.

There's actually a PC game engine called Fighter Maker, and it's in 2D. But yes I am aware of the PS2 game. :)
Unfortunately I believe it's in Japanese (Though some English patch has been made somewhere), and it's a LOT harder to use than Mugen, and not as universal as Mugen is. Also, it seems to be quite old as 2002. Trust me I tried it myself.. :P

But if you want to try anyway, just googling it gave me links.

There is an ENglish version on the ISO zone for the PS2,there are also RPG maker there, which are also 3D.
You just have to burn it though
