There's one, the best I know: Paletero. You can manage palettes in ACT, PAL and even using a PCX, and you can save palettes in PAL and ACT. It's easy to use and it's an executable... DD3 made one but the link for it is apparently dead, it doesn't help that he's in national slavery service 5 of 7 days of the week, and that his mugen interest is 99.99 % dead
Yea, and that's why I said 99.99 % and not 100 %.He directly said to me that he hasn't touched mugen in over half a year except to contribute DnF / DFO stages every once and a while.As for actually PLAYING mugen, char building, and making videos, he's LONG gone.If he still has the patch, I'll get it from him and host it, he undoubtedly won't care.
