So I have no idea where or how to get KOF emulators ... or a good SF3 emulator ... Idk what system rom file to even download. someone please help!!!
You can find packs with Winkawaks and all the Neo-Geo, CPS1 and CPS2 games.To play SF3, either use the CPS3 Emulator by elsemi, either use the Mame build. Alternatively, you can use a Dreamcast Emulator to do so, which will allow you to play CVS2 and MVC2 too if you want. Use NullDC or Chankast to do so.
For Neo-Geo, I still use NeorageX. It's still my favorite emulator ever.You'll need to find custom roms for it though, and some people have a few problems with running it on modern computers. But if it works without input delay, it's killer!

Gee, now that I look upon NeorageX, it sure is a crappy emulator. Damn it's awesome sound reproduction, accuracy or low system requirements! I must have horrible taste liking its simple and intuitive interface. It's also a bitch playing games on it, since it doesn't skip any frames, perfectly syncs the refresh rate, and offers state saving which mame doesn't have. But I forget that there is no such thing as personal preference.

He was also a proud fan of Dan.
That fully explains why someone who made an emulator would even think about letting you choose the background color instead of the usual 0/0/0 black that blends in perfectly with many sprites. WinKawaks has been my favorite CPS/NG emulator for years.
Yeah, Kawaks is pretty damn sprite-ripper friendly in that regard, though for some reason, HCF/HCB motions are more difficult in Kawaks than in FBA (I have a great deal of difficulty getting Geese to do an Atemi Nagi or a Raging Storm in Fatal Fury Special through Kawaks, but have no problems doing so in FBA), so for now, I stick with FBA (the newest version disables dipswitch configuration, and forces FFS' settings to be Japanese region, Level 8, making the game otherwise a hell of a lot more difficult).
