Chinese firefighters found the tiny boy lodged in a sewage pipe below a squat toilet in an apartment building in Jinhua, Zhejiang province. His placenta was still attached.

So in the article, the residence's landlord was quoted to have not seen any signs of pregnancy among the people living there, and that there was no blood in (one of) the washroom(s).
But way before that, it's written that the placenta was still attached to the baby, which stinks of a fresh birth.
Now, it wouldn't make sense for a landlord to keep the perpetrators hidden.
It would give her building a bad name, potentially. If she looked out for her building, she'd kick those assholes out like lightning.
So she was more likely careless/overburdened with work to keep up on all the tenants.

But it does seem like they tracked down the washroom the baby was flushed down from.
And if, like the landlord said, there was no apparent blood, the suspects must have cleaned up the scene and left ASAP, since they're yet to be found this moment.
