Probably not. Even if your rear was very toned, you wouldn't have the full force of a punch/kick behind it and missing would be really annoying. Heck, even hitting them with it would be annoying because they could just grab you in a neckhold.

Such attack would hurt the attacker spine really bad while the target would be cushioned from most of the impact by the fat and muscles we have in that area, so yeah... no.

What if you run at full speed!? Then turn and launch yourself at your foe! If you collide into their abdomen, surely you could knock the wind out of them. Or even floor them!

Is it practical? No.

Does it hurt? It more or less depends on where it hits at and to.

A hip check is gonna hurt regardless AS LONG AS YOU TOSS YOUR BODY WEIGHT INTO IT. Your ass alone isn't gonna hurt anyone and with the right posture, you can easily thrust your ass back and push people if they are behind you, so the force alone can still hurt.
So in actuality, a normal Hip Check can hurt someone...but nowhere near as good as a punch or kick.

BUT, Running full fledge and doing it OR jumping on someone with it will hurt even worse. Pretty much take DOA with Tina's running Hip Check and Ayane's Double Forward Grab where she power bombs you and lands her ass in your face. Both of these(especially Ayane's) will hurt the hell out of you because in Tina's case, it can definitely take the wind out of you and in Ayane's case, she's not really using her ass, but more her tailbone, which combined with all of her weight being pushed down, will hurt like a bitch.

So, it's actually an effective move...it's just not practical in most fist fights.

It hurts very much. I remember back in high school there was this annoying girl named yasmin that used to get off on hitting people when they least expected it.
