AngelRyuMade by Seth Zankuten & Suicide KydMy friend told me in an IM that it is rare and he really wanted it, But I don't think it's that rare. So I thought I'd ask you guys.
Rare isn't always equivalent to being good either. In this case...Angel Ryu is nothing spectacular really IMO.

My definition of a "rare" mugen character:1. The Author made it with very perfect codings, perfect sprites, perfect pals and perfect extra things like intro etc2. Its a really great char and the author just wants to use it by his self.( But its leaked)3. It was an very great char in the past but now it isn't available or hosted in any site.4. The character SUCKS to much that it hasn't been released but it has been Leaked.5. Some Guy stole all the authors hard work and modifided it and now calls it a Rare char.6. The character hasn't been made but everyone think of it in their Dreams.

In other words, you could send the file to Capcom, or some other game company, and they'd consider putting it in an upcoming game.

Some have definitly come close, and ironically they are easily accessable unlike the other "rare" characters.

Oh come on! While they are quite good, I wouldn't go so far as to call them "rare" or "arcade ready."
Well no @ Muteki. Warusaki3 maybe. But PotS not really because he always improves his creations and updates them as he sees fit, so they're never really 100% 'bulletproof'. Sorry for the lack of intelligent terminology there, but you get it right?

Vindicated Akuma at one time WAS considered rare by a lot of people, but... some guy decided to copy my idea and make his own version. Heh, his was pretty cool but heck at least it modivated him to make one.
I think Rare means that the char or stage is too hard to find or not many ppl have it or it may be offline.Or a character that's not in many websites like those japanese websites.A friend of mine has the female Naruto and I tell you she's probably one of the rarest characters there is because I cannot find it anywhere.

rare isn't the notion for the chances you can find a char, but rather for the components and behaviours of a char, a char can be officially released and it's still rare, that means angel ryu and rare aren't made each one for another; if a file happens to be available on the internets, then it's no moar rar since uncle copypastating is here, rar is something in the real world although rar is a virtual format, there's no uncle WTF that can mass-reproduce it and spread it all over the stand
